Actually acquiring permanent residency status in Uruguay is rather transparent.

Contrary to the assumptions of many, a lawyer is truly not needed. If you cannot speak Spanish, you will need an interpreter.
Everything is done through Migraciones in Montevideo and all things, after the first visit, are done by appointment. And while it is true that Uruguay is currently experiencing the largest migratory wave of the last 100 years, Migraciones is still managing to cope.
But before you drop in to Migraciones, you must have a clear idea of what category you will fall into because status is regularised according to claimed category, i.e., retiree, pensioner, employment, marriage, etc. If you claim the wrong category, chances of rejection are relatively high.
