Sorry haven't been on here in a long time. Based on your multiple queries, I suggest you focus your efforts on getting to know the Capital Montevideo, if you want all you are looking for and the newer planned micro cities being developed on the coast (Posh and new, but no real night life locally). Think of Uruguay as one of the US large Metro cities with the Capital being the heart of Downtown, along with the more developed parts of the coast line being the "rich neighborhoods". Then everything else quickly fades into small suburban pockets and then very quickly rural areas, with towns dotting the landscape. Much more of a European feel than anything US.
As far as hair goes, while Uruguay doe not have a large population with African heritage, neighboring Brazil does, so while it won't be a finger snap to find a good stylist, they are around in the cities.Â
Uruguay is one of those countries you have to visit to figure out. Its culture runs at a different pace, so the little things of life are not organized, marketed, and monetized to death online like everything in the US and Western Europe. You literally have to go buy a Newspaper and take a walk, ride a bike, hop a taxi, and explore.  Unlike the US you are actually safe on the streets even as a black gay man, so relax, slow your role, and begin the process of assimilation on your first trip.Â
