If by this you mean that you live in Belgium and have either a Belgium (or other EU) passport, OR non-EU passport + Long Term Resident's EC Residence Permit (issued in Belgium) then...

... you can exercise your EU rights to Freedom of Movement and relocate to Bulgaria. Here you would need to apply for a temporary residence permit. You will need to provide proof of financial independence, medical insurance, and home address in Bulgaria (rental contract or deed if you buy something). It should be issued for 5 years.

and i like to bring my mother from Asia.is it possible ?
If you get your temporary residence permit in Bulgaria, you can then apply for Family Reunification per EU Freedom of Movement. For PARENTS it is not automatic, but I think that for a DEPENDENT mother (i.e. not working and you are fully responsible for her) it is likely that they would grant her a residence permit.

I'm not sure, but I think you have to make this application while your mother is here in Bulgaria, so she'd have to get a visa (if necessary) and fly over here first (even though the application might get denied).
