Is the software engineer profession has a ban for hiring in Oman?

Greetings to all,

I recently received an offer from a local company and the offer letter and the job contract state the position is for the software engineer. They have filed the work visa with the profession name of  "software engineer".  In this regard, I have 3 questions,

1. Is there a ban in Oman to hire the software engineer professionals now? I read some online newspaper articles on the topics. 

2. I was not informed if they have the labor clearance to hire for this profession. But, I read somewhere in the forum that if they employer-provided clearly defied job contract and offer letter, they already need to have the LC. Is that correct?

The company file the work visa in the last 29th of December and informed me that I will receive the work visa within 2 weeks (hopefully). I know it would be better to ask the 2nd question directly to the company PRO, but, I get an offer letter from the company A that sponsors (source and fund) the work to the company B where I suppose to work and my present communication is with the company B that helps me to file the work visa and accommodation facilities.

3. The offer letter states the joining date of 13th January 2020 which is clearly not possible.  If the work visa is out and I join a later resumption date to the company, will it create an issue OR after the employee received the work visa, that entitles them legal rights to join in the respective company afterward?

I will appreciate any supportive answer from the ex-pats in the Oman forum. May ex-pats have a great year ahead.

I also read that the hiring ban decision does not apply to establishments employing 100 workers or more workers, establishments operating in the implementation of government projects, enterprises owned by full-time employers registered with the Public Authority for the Development of Small and Medium Enterprises and establishments registered in the world category and based in free zones," -

If this is correct, then maybe the offer is not subjected to the ban as the company already employes 6000 employees and also, working in the government projects.
