is this a requirement for EU citizens only , or non-EU citizens also ?

how come IMT can destroy a driving license issued by non-EU country ?

what if we apply a replaced DL at our home country

What they are meant todo is cut the corners off the same as replaced passports and send these back to the country of issue. Thatis what is meant to happen legally. However, in Portugal anythingcan happen!
