Compulsory health insurance for working prolonged residence

Hello,


I am Surya. Me and my wife are both from India.

My wife is holding a prolonged residence card and she is working since August 2024 in Sofia.


When we checked in nra website, it states that, she is outside the health insurance of bulgaria. I try to find official sources for this and I could see details only for eu blue card and permanent residence . Can someone clarify if she is eligible and pls share the official documentation if possible

"Foreign citizens who reside in the country for a short or long term are not required to pay health insurance contributions. They pay the cost of the medical care provided to them, unless an international treaty to which the Republic of Bulgaria is a party is in force for them, pursuant to Art. 39, para. 5 of the Health Insurance Act ."


So she won't be covered for healthcare under the NRA unless she or her employer has paid in her health insurance contributions, but she can access care, at her expense.

It's not quite clear what your actual question is. Is it whether she can access the health system, or whether she should be paying mandatory contributions?

Can we request her employer to start paying health insurance contribution as it is not happening as I understand.

Will the employer approve to such request?


if the employer agree to do upon requesting, how do we handle this health insurance contribution for the past tenure since August 2024?

So the actual question is, i wasn't sure if her details should be reflected in nra.bg however it is clarified based on your response because health insurance contribution is not made by the employer. Now as a following question, I wish her to be included. I have explained my question in another message in this same thread. Thank you in advance

I think she needs to discuss it with her employer first. If she was Bulgarian or an EU blue card holder, I think they're required to pay part of the contribution. But as she may fall into a category where health fund contributions are not mandatory, they probably won't be under any legal obligation to do so. If there are other non-EU employees in her workplace, she could ask them what their situation is with regard to this.


If her employer doesn't have to/ won't contribute, she probably has three options:

1. to go to the NRA and find out what her backdated obligation is (which may include other social fund contributions, I don't think she can choose to only pay the health option);

2. use the state hospital system and pay the cost of healthcare;

3. use the private healthcare system, either by paying the cost of care, or by starting private health insurance. The possible issue with private insurance is that they may not cover all pre-existing conditions, especially maternity care if she is pregnant.


But I am not an expert on this! We're currently paying privately for any health care we need in Bg and then once I officially retire I will be able to register for the health system using UK pensioner paperwork. So I don't really know enough about how the system works for working age immigrants to Bulgaria. She needs to get better advice.
