My card is due to be renewed next February, if I'm not in Bulgaria at the time can I renew it after theis month ?

Do you mean can you renew it after it's expired?聽 If so, the answer is "Yes" but legally you're liable for a fine of 500 leva for late renewal.聽 You must submit your application for renewal at least 2 weeks prior to the old permit's expiration, or you'll cop a 20 leva fine.聽 You may be able to talk your way out of it, but there's no guarantee...

I would renew it before you leave the country (before the card expires)鈥� not just because of a fine鈥� I think in most circumstances, you will be required to reapply D visa (if needed) and residence.
