How long will my work pass (EP, S-Pass, WP) application take

My E pass has approved on April 25th late night which is applied on 28th of March. In my point of view MOM is taking 4 weeks for the process.

March 28 applied then rejected and appeal then approved late night April 25th approved. Correct?

I got polytechnic diploma and and advanced diploma in engineering.
@anhlaing its really depend on MOM to approve sooner or later. some even take more than a month. case by case

Just for information, I studied and worked in Singapore before hence was holder of Student Pass and S Pass. But due to recent economic recession issue, I was affected with the layoffs and my S Pass has to be cancelled. Now, roughly 1 month after my S Pass was cancelled, I have landed a new job and my new employer has applied for new S Pass. However shortly 1 week after applying, my S Pass was rejected recently with the typical ‘candidate not eligible to apply for a work pass’ reason.
I am wondering why am I not eligible for it as I have gotten the S Pass before? Can I assume that the problem is not on candidate side but more on the company side? Employer confirmed that they have the quota for S Pass. So what could be the possible reason of rejection in this case? Should I convince my employer to submit an appeal?
One thing that bothers me is that I noticed I have an outstanding NTUC membership fee unpaid because of failed/rejected automatic monthly card payment. Could this be an adverse record?

MoM's reply indicates that the reason is not the company, but you.
The employer should contact MoM to ask for the rejection reason. An appealonlyhas a chance if it addresses (i.e. removes) the rejection reason.
Looking at your profile, I would say that lack of work experience is the reason -usuallythree years are required. Or maybe the job can be filled by a local instead of you.
The employer shared the rejection letter to me and stated that even if they try to appeal, it is likely to be rejected again without saying why. If lack of work experience is the reason then how come did MOM approve for my first S Pass application when at that time I have 0 working experience. If the reason is because it can be filled by local then I suppose there is no chance of me getting the approval even if I do appeal?

@GLaurentW hello. I was also thinking about it. But one of my friend have huge credit card balances and multiple telephone company bills unpaid. He was able to get an epass approved again last year.

MoM only knows about such issues if the debtor (NTUC) has taken legal measures to collect the debt. If MoM does not know it, it cannot have an effect on a work pass application!
@beppi Hi beppi! This is my first time working here in SG. My application has been submitted to MOM last April 17 and my employer even gave me an email for proof but up until now 2 weeks later my application is now showing on here

However, I was applying for Ep not Spass. Could you share more about the salary for your job? The rejection could be because software engineers are usually given EP not SPass. And if you are applying for SPass (for salary reasons), you may be undercutting the local market and hence MOM does not like that

@beppi Hi beppi, do you think it is possibly because of lower salary offered than previous job. My first employer first applied for an EP with $5k salary but it got rejected, then appealed for S Pass $5k salary and then approved. Now my new employer applied for S Pass with $4.5k salary, rejected.
@GLaurentW Of course it is possible that the new salary is below the threshold MoM deems appropriate for your situation and for the job offered. The employer can contact MoM to find out more!

There is no thumb rules to say any specific days as MoM reviews case by case basis. But, you can consider around 2 weeks an average time to get a result of your appeal.
Hi @beppi , surya, and all. What supporting documents should be submitted for an appeal if it is a candidacy reason? It seems like in my case MOM wants my employer to justify on why they hire me instead of other applicants especially locals. Some supporting documents that I can think of:
- reference letter from hiring manager
- letter of justification on why the candidate is chosen among other applicants
- candidate academic achievement certificates
- recommendation letter from past employers.
Do you all think there is any other possible documents that might support the appeal?
I would say point 2 & 3 are the matters. If employer can provide valid rationale why they want to hire you ahead of others (including locals). Then it suffices your candidature ahead of others.
Secondly, when employer prepares point 2 & 3, make sure they do their following homework:
- They have to produce evidences that they tried locally (with CVs and interviews) before looking for a foreign talent.
- They also need to provide a comparison between your experiences and certificates in compare to locals.
This will give a good chance for MoM to alter its earlier decision. Good luck
@GLaurentW employer also need to furnish the Jobs Bank posting details that at least ran for 15days
Yes, posting in job bank is a must including to show the evidences of taking interviews of local people including PRs before reaching foreigners for the same role.
It’s exempted if your company has less than 10 employees in Singapore or salary of the job position is more than 20k or position is available for short term less than a month or a transfer between two different offices in the same company.

No update here as well. This is my 10th week and at this point me and the employer have done everything possible.
We even managed to call all the government agencies in Singapore and my home country, including universities and employers abroad etc and have confirmed that there are no pending requests from the MOM.
So at this point, just waiting.

@red1985 IPA is sufficient. Once in Singapore, they will issue an Work Pass card with the words "Employment Pass" on it.
@TechExpert007 what an Indian network has to do with your EP?
In Singapore, nobody can do anything on EP or S pass approval. Absolutely 0% influence in order to get someone’s work pass. Good luck

overall the process took 2.5 months (10 weeks)
