Company didn't give me release letter ( CP21 )

Hi all, I recently moved to another company ( Company B to Company C ) in Malaysia, but since the visa is still in process I am going back to my country and working from there until visa is done.

But there is some issue, my old employer ( Company B ) cannot release my last salary because I don't have the tax release, they asked me to go to LHDN to get a tax release. ( last time based on my experience moved from Company A to B within Malaysia, i didn't have this issue and Company A gave me the release letter -  this is my third company in Malaysia )

I checked Google, they said the employer is the one who needs to fill out the form and take care of the release letter 30 days before my resignation day.

my question is, do I need to go back to Malaysia and go to LHDN or my old employer should take care of it? did this issue affect my current visa application?
