Invitation letter to A Peruvian from Nigeria

Good morning all!
How can I send an invitation letter to a Peruvian planning to Visit Nigeria. I have discovered that there is no Nigerian Consulate/ Embassy in Peru. Please what should I do. Where can the intending Visitor picks the letter and at where can the person get聽 the Nigeria Visa

Unless cost is no object or the recipient is a senior dignitary,
I'd say send the invitation via email.

While that may be less formal that what you're used to,
folks make accommodations during a pandemic.
