I believe it will be quite difficult to do what you want in Guyana - have someone pay for your school, as well as provide you with employment.
Nevertheless with persistence and desire and a bit of luck, anything is possible. In your favor, I would think, is that civil engineering, if you can find a vacancy, is a field in which potential employers would be willing to hire a foreigner.
