Welcome!  This long and very informative thread will give you a good idea of what's involved in building in Brazil.  The member, @fred2brazil, built a single-family home and has tried to everything right.  It's in the State of Rio so your costs will be different, but the process and timeline will probably be quite similar.  Others can probably give you an idea of costs in the Northeast.  Best of luck to you.

My first comment is that when building commercially (intending to sell or rent), the authorities usually require you to open a company which can be complicated, bureaucratic and expensive. However you may get away with only building 4 units, if that is all you plan to build.


But if you do not have a company then nowadays you will need to retain a registered company, or employ and pay workers legally yourself - gone are the days when you could employ casual labour for "cash".  This is because before you can register the finished product in your name, you have to show that you have paid sufficient taxes on wages for the build, or you will get an estimate to pay what they think you should have paid, plus fines and interest.


Costs to build are expressed in R$ per square metre here, and do not include cost of land, furnishing, landscaping, pools, etc. Land costs vary enormously in Brazil, according to region, city and location so cannot be generic. You should also bear in mind that estimates and timeframes are nearly always exceeded.


Finishes and your target market will largely determine your costs, but for a decent simple project allow R$3000 psqm, for a mid-range one say R$5000-6000, and for a really top end unit you can easily exceed R$8,000 and more. These are build costs alone (and they are inceasing a lot at the moment), but do include bathroom fittings, tiling, electric sockets, switches, etc, but not kitchen white goods, AC, etc, nor the other costs mentioned above.
