first, you must apply for a visit visa, and search for jobs; Of course, the best place to look for jobs in Dubai city or the capital (Abu Dabi ); Because there are the main companies located. as for living don't think to live in Dubai. because it will be very expensive for you are visiting for the first time and you have no income. I advise that you stay in Sharjah or Ajman; the farther you go from Dubai the cheaper you find the residency. Because searching for a job while you are in UAE could be very expensive for you, if you are on a low budget. The transportation here is very COSTLY; you will be spending around 100 USD or more in just if you from a city to another in a taxi, in two days or three days. I advise you to rent a car when you come it's much cheaper than public transportations, do your international license before you come.
