B-Tech pass 2 years and B-Tech Honors Eligibility in SCE

Dear Alls , I am from Pakistan. I am already registered with the Saudi Council  as a civil Engineer. Last 2013, I have done B. Tech Pass ( 2 Years ) and B.tech honor ( 2 Years ), my Both degrees pass and honors are attested from HEC, Saudi Concile and Saudi Calture. ,But suddenly this year they approved my Engineering council certificate for one year temporarily, I don’t know the reason . Now I uploaded all my documents again for  convert my SCE certificat tempraroly to permanent but after one month they sending me the message your certificate dose not qualify for the membership required. Can any one advice me what can i do in this matter.

Your education credentials are not eligible for an engineering profession.
You are a technician according to your education.
That's why they have rejected it.
You need to change your profession according to your degree.

I have attested B- tech pass degree. Can I register in sce as a technician by uploading the degree because my diploma is not attested .

HCE attestation is only confirmation of trueness of documents, but it doesn't qulify you for your applied profession as per local requirements.
