Your employer is responsible to pay and process your , within 90 days, upon your arrival in the Kingdom of Saudi Arabia.

YES definitely. Your employer (Public Hospital) are responsible for the processing, and issuance of your work permit (iqama), as well as renewal of your iqama to work and live legally as expatriate in Saudi Arabia.
