Transfer through Qiwa

Assalam alaikum. 
I Got a request of transfer from New Employer.  I have accepted the contract.  Its showing request pending need to accept by New Employer since week .
NEW employer says Qiwa system down so he cant Accept  .
My old employer is threatening me that he will put me under absconding ( huroob) if not take transfer immediately. 
During pandemic I had given transfer to company in last September 2020 . They made me wait till last month
without salary . when I told them I will transfer new company they told to take transfer I accepted .

Can they put huroob ?

Brother, I am on the same page.
My new company created request in Qiwa system, it came to me and I accepted. After that the status shows in Qiwa system is "Pending complete transfer in Absher" by new employer".
After that I talk to my previous company and they said check with new employer.
As per my understanding, after my acceptance it shall go to my old employer for acceptance.
Could you please tell me the details if you have information.

My new company didn't pay 2000 saudi Rial for sponsorship fee....

@engr_mohsin I think its means old empolyer already accepted your transfer request,  now new employer have to start process for iqama issuance
