Makkah is the more expensive city of the two.
The weather is significantly warmer in Makkah than Madina.
Makkah can at times be very crowded.
Despite all the above you will be closer to the Kaaba.

Madina is much more pleasant and peaceful city.
It is significantly cheaper than Makkah (50% difference in rental prices)
It does not have as many hills as Makkah.

Schooling for expats (non-Saudis) is limited in both cities.
The bigger cities Riyadh, Jeddah, Khobar/Dammam is where most expats with families reside and hence international schools are ample.

Living costs really depend on standards and luxuries, to live comfortably (as a family) you will need SR 5,000 per month excluding rent.

Anything else please ask.

I agree with you.

first priority to live in kingdom city is Riyadh,
Average rent for good apartment ranges between sar 30000 to sar 36000 per year.
Good Schools for expatriates in this city,
Monthly Income should be bw sar 30000 to max.
