Proper visa to move to Saudi Arabia to look for a job

Hi People,

my friend who is still in my country is looking to move here and look for a job. So in my country are are very few visa options and he is stuck. He is a professional chemical processor/ water treatment with more than 15 years of experience.

Please advice and help.
