My friend has gotten a new job as a teacher in an international school. They are asking her to do IELTS and get her marksheet attested. Obviously, that will cost her. She is not working at present.

But the international school has not given her an offer letter. How will she proceed further? They should give an offer letter, shouldn't they?

yes they should give her offer letter as long they have employed her. Not getting offer letter will mean the job is not guaranteed.

Legally, an offer letter means nothing without a signed contract.

However, an offer letter is helpful for you to decide IF you want the job i.e. you are ok with salary etc.聽聽If it was me, I would politely tell them that while I am ok to do all of that, it would be helpful to get an idea of the job financial terms prior to me undertaking all the effort and expense, just so that we are in agreement on the principles of the job.

However, if they have told her what she is going to get and she is ok with it, then yeah, offer letter means nothing (see my first point).聽聽In this case, she should go ahead and get it done.
