I think you were unlucky.  Sometimes it is about who is at the counter.


Ask the previous owner to close his account (municipality or EWA?).  Then go there and don't talk anything about property.  Just say that NPRA sent you here to get a CPR paper to be able to apply for EWA in order to complete your application.  The less you tell them, the better.   


I suspect the problem is Fontana........they don't have EWA account's for individual apartments right?  if they do then there is no need for municipality.

Npra sent them an email for me. Asking them to make me the cpr. They printed it and I saw it. I've been back twice. With different agents, I have always had the same response from them. I only have the municipality as a solution. I have had managers in different offices. No solution without cpr. They told me to rent an apartment to get an address and get out of my dead end

Yes impossible to have ewa account in fontana tower. That's what makes them special

Ok now it's clear.  The issue is Fontana tower.  No one really does it this way anymore (like they have done it) as this causes massive problems with CPR renewal / issuance even for Bahrain residents.  I always tell people to avoid Fontana.   Honestly, I had thought that Fontana has fixed it by now as people were even threatening to file lawsuits..........because they don't tell you about this upfront when selling their overpriced apartments.......which are not even connected to a sewage network btw........see the tankers in that street?  it's to carry the poop away :).


In any other apartment, you would have not needed municipality or anything else.  On sale of apartment, old owner would done closure of EWA account online and you would have gotten the paper CPR.


Now the problem is:


CPR office cannot give you temporary number because you approached them with title deed.  I suspect that if you had gone without title deed and just asked for temporary CPR to rent, they might have given it (like they did for my friend).  But now, since they know you and your issue, they will follow the process which is...........either you prove your address in Fontana via municipality (which you cannot without a CPR) or do a one year lease agreement.


My advice is to find someone who can rent you an address for a nominal amount or even free if you have a friend you trust (all you need is the rental agreement).  Basically the lease would be for one year, you pay one month's rent and make sure that cancellation can be with one month notice - essentially tell the person what you are doing this for.

hello everyone.  I have just received my temporary CPR again with great difficulty but I have it.  I would now like to obtain an ekay to open my account with the municipality.  My information is not accepted on the online ekay creation site.  what should I do and thank you again

Thank you for your answer.  I contacted them through tawasul.  I'm waiting for him to clarify it correctly.  just to know was one of you able to have your ekey with your paper cpr only before having your cpr card?

A friend of mine tried with a paper CPR 3 years ago and they refused.  Not sure if that has changed now or not.

Hello everyone. I just received the approval of my selfsponsorship. I have to come to Bahrain to pay for my entire family and leave the residence. Would I need an EWA invoice or a certificate of address to leave my first CPR? knowing that I still do not have an invoice in my name.
