If you're an American expat and would like to help a veteran, contact me for details of location. The project is the creation of a fence, the building of a (insulated) warehouse type of lodging for pets while they quarantine.
I'm working with multiple veterinarians at this time but do have my favorite.
The goal is to help stray dogs be adopted by Americans and locals alike.

Good luck ! give an identity to the dog; therefore insert an electronic chip? dewormed; vaccinated? can be castrated? fed and maintained? I don't think this is a priority in Romania? but why not ? this is more of an association than a personal desire that will require a lot of money for what results? but your attention is courageous and wishes you good luck.
