What is the cheapest, acceptable Health Insurance for an American not yet living in Portugal, but going through the  Visa/resident process to hopefully be approved? I am a healthy 70 year old and everything is quite expensive that I have found so far.

As far as I know there are very limited health insurance options (e.g. MGEN) for the over 70 years old in Portugal (or anywhere?). There might be international health insurances like BUPA, which will provide services for you. I had them for years, but only as long as my employer paid for them. I guess everything depends upon your financial means.

You can also try Cigna, but because of your age it does get expensive. No matter how healthy you are.

Because of your age, yes all the health insurance companies will be expensive. I have Fidelidade, which gives me access to the private hospitals and doctors who speak different languages. At 60 , it's around 170€/month.
