I have a Temporary Residency Card and when I got it, I was told that after 5 years with this status, that I would qualify for permanent residence.
I found the people working at the Migration Office to be very helpful over the phone and they speak English.  They have two offices in Riga. Their Tel. 67 60 21 36.
