Hi Could anyone advise how the following new Spanish tax law will effect people who work normal jobs in Gibraltar and live in Spain

I know it mentions overseas assets etc. which I don't have any of. But I am worried about double taxation. And I know a lot of people are fleeing Spain and renting in Gibraltar as I type this.
