health insurance Belgian mutuality for American early-retired

Hi


My name is Elvira, I am a Belgian citizen, residing in New Orleans, USA. I have lived here for 3 years, after getting married in Antwerp, Belgium in 2017.

We are moving back mid 2023 and I cannot get reassurance from the Belgian mutuality that they will be able to get my husband on Belgian coverage. We are not intending for him to get a Belgian job, so I understand he hasn't take out the system what he has put in, but technically he could be my dependent, as I have put in and will continue to put in until I retire (approx 2047)


Initially we are getting private insurance through Cigna or the likes, but I am hoping at some point he can get on the Belgian system.


Here's the problem...he is retiring early and gets paid a pension from a private fund, but he will not draw social security benefits from USA for a loooong time. in order for the mutuality to accept him as a member, my husband has to proof he cannot "buy insurance" in the US... They even stated that it does not matter that the insurance wouldn't cover him outside of the USA. So I am extremely confused.


Is the only way for my husband to get coverage to go private? Is anyone in a similat boat.
