the best places to be are really the rodney bay marina and rodney bay (delirious restaurant and bar).
as for getting around, the taxis are fairly reasonable and the island is relatively safe. just try not to be walking alone in odd places late night.
socializing is the easiest part of island life - you make lasting friendships quickly and your friend circle grows extremely fast.
i would suggest on an early evening, go to boardwalk at the rodneybay marina - look for a guy who runs the bar called mitch. tell him you're new to the island and want to meet new expat and local friends - he'll gladly make introductions for you. the community is small, and within no time you'll be looking forward to the next house-party.
the larger your group gets, then make it point to go around to the weekly town festivals, go sailing, have a blast, enjoy your work and yourselves in the caribbean.
