The recent Bulletins are showing a continued slowing down of cases in Santo Domingo and that may be due to vaccinations in part and also the longer curfew and restrictions on drink.

But as of today, during the weekdays we revert back to the hours that caused the uptick in cases back in May albeit drink restrictions stay but for how long? I do think drink restrictions are the most effective control but restaurants who only allow vaccinated staff and entry should be exempted. Bars in general no, because they can't control patrons whatever they say. Controlling teteos very firmly must be part of any plan to relax curfew.

Later today the President will tell us his plan to eliminate all curfews. It seems premature not knowing if Delta is with us and also now the Pfizer jab does not provide good efficicay against this variant. Everything is hinging on vaccination which is slowing down in terms of first dose. And a third dose being given to those having had Sinovac without any medical proof it is safe.

The curfew will be dismantled in three weeks



President Luis Abinader launched a de-escalation last night that will be carried out in three phases and urged the population to get vaccinated, in order to dismantle the "hateful curfew" of which "we are all tired."

In a speech addressed to the country last night, the president reported that the first phase (from now until 14th) implies that the curfew will be from 10:00 p.m. during the week, and from 7:00 p.m. Saturday and Sunday, with two hours of free transit.

He reported that the second phase will begin next Wednesday the 14th, modifying the curfew that will begin at 11:00 at night, Monday through Friday, and at 9:00 at night, Saturday and Sunday, with two hours of free transit .

He explained that in this phase the sale of alcoholic beverages will be allowed until curfew time.

Abinader explained that from Wednesday 21, when the third phase starts, the curfew will be unified at 11 at night from Monday to Sunday, with two hours of free transit.

"From that moment on we will be opening and eliminating the curfew in each province that reaches 70% of its population [u](adults above 18 and not all population so actually about 56%) vaccinated with the two doses[/u]," added the head of state.

He gave as an example that if the National District or the La Altagracia, Espaillat or Puerto Plata provinces continue with the current vaccination rate, they could see the curfew disappear in a few weeks.

“But I want you to know that from now on, with what we know about the new variants and the international situation, we are going to have to learn to live with Covid-19, because it will not disappear in the short term. We must continue to be responsible and take care of ourselves personally in order to take care of others, â€he said.

Called to be vaccinated

Abinader asked the population to be vaccinated, specifying that it is the only solution to the health and economic crisis caused by the new coronavirus.

“Do it now. Do it tomorrow. Do it for yourself, for your family, for your friends, and encourage them to do it too. Do it for your country. Let's not fail now that we are so close to achieving it â€, exclaimed the ruler.

He said that with the health crisis on the way to improvement, “we are going to accelerate the economic reactivation already underway. We have already made progress in this area. The interannual growth in the past month of May was 21.2%, and in the months that go from January to May we have grown at a rate of 13.4% â€.

He added that these numbers motivate the government to continue working tirelessly in the search for investments that can create jobs, which is possible after international risk rating agencies have raised growth projections for the Dominican Republic.

"This climate of optimism is reflected in all sectors of the country and shows the degree of confidence that our government has aroused," he said.

Question:
What does 'two hours of transit' mean?
Thanks for short explanation.
Will arrive in a few weeks and want to be sure that I am allowed to leave the airport after arrival and not to sleep there.

DR_Tom, you will not have a problem because there is free transit outside curfew for persons travelling in and out of DR by air. Just have your flight details and ticket stubs handy if asked. By the way it is not a good idea to travel late in DR in any case unless with a tour bus or taxi.

In a few weeks time there will effectively be no curfew for most of DR. Managing the earlier curfew hours didn't happen in many places outside the cities and main towns.

DR is in desperate financial situation and so it was evident that sooner or later that economic factors would prevail. And everybody is fed up with poor long term planning constant changes in controls and curfews.

The problem is that Dominicans cant adhere nor the police enforce the more important controls of social distancing, mask use and disinfection.

From now on the national partying begins and there is 16 months of pent up 'of having fun' to dispel.

Sadly the hospital capability is limited so once again it could become stressed in August.

So perhaps here we go again giving the newer more aggressive variants mobility when vaccines arent perfect and sufficiently applied to the whole population.

Thankfully, I made a decision to adapt my life to live with covid19 long term last year by relocating to rural DR so this doesnt really affect me.

As then, we had at some point, have to learn to live with this virus.

I understand there are many variables, but the country is vaccinating at a decent rate. Most of La Altagracia/Punta Cana area is well over 70% and in the resort areas are close to100% vaccinated. It's time to reopen the economy and try to return to as normal a life as possible. The variants are proving to be very high in transmission rates but low in severity. The world, including the U.S. needs to continue to enhance and promote vaccination to those that will take it and the others will have to fend for themselves. We can't live our lives scared over possibilities versus probabilities. JMO

During my studies in the 80s I was pretty good in immunology and I think, that we really have to deal with corona for the nearer future, as lennox says.

Never experienced a virus before, that changed so fast. Probably will be a competition between frequency of mutations and pharmaceutical development / vaccinations.

Here in Germany they started to vaccinate people a third time with J&J against the D-type.

Allor, apart from late night businesses the economy has been opened up 3 times and each time because Dominicans dont understand the concept of social distancing, the government has had to impose tough curfews to restrict their mobility.

Rather than a gradual managed process it has been stop start over and over and we are all pretty much pissed off to the point there is apathy and anarchy.

So DR is going to phase out curfew quickly and resume face to face schooling this fall yet it hasnt got a clue yet if Delta or Lamda is here.

Its reasoning is decent levels of vaccination which we all agree is a positive.

But dont be deceived. La Altagracia has a provincial population of about 275k of which about 150k live in Higuey. It also has a large transient population of hospitality workers from other provinces who got vaccinated in LA. The percentages of vaccinations quoted are for over 18s and use the JCE population totals and not the total who live in the province albeit temporarily. This explains the higher percentages of vaccinated in LA PP LR and DN where there are transient workers who got their jabs where they work.

This elimination of curfew is inevitable but doesnt solve the problem that there is plenty of opportunities for the virus to spread without this crude control unless miraculously Dominicans can change and control their behaviour or government come up with enforceable plans.

Bars, teteos, discos etc dont work unless the patrons are vaccinated. Just be aware. Because from what I read Delta and Delta plus are virulant and there will be worse to come because there will remain many places worldwide  permitting mobility with insufficient vaccination to allow more mutation.

My advice is to adapt your lifestyle modestly and enjoy your freedom without fear. And get a booster of the same type you had for the original shots.

Reality is Delta is here.  Listen to the doctors not the politicians in this.  To the fully vaccinated, or partially vaccinated, Delta is not causing serious illness.  To the unvaccinated it is causing a high proportion to get very sick.  And it is disproportionately effecting younger people! 

I agree with Lennox don't let the politically motivated vaccination % figures fool you.

Sadly Lennox, many can't change their lifestyles like you, we have to do the best we can.  That is all any of us can do.

With the phased reduction and elimination of curfew these daily numbers are not going to improve much, if at all, despite a steady increase in second vaccination shots knowing more transmittable and vaccine evasive mutations are coming.
Just to be clear, in my post earlier I did not say change your life (like I have been able to do abeit planned beofre covid appeared), I said adapt knowing many can't. By adapting you select places where you are comfortable they do respect social distancing etc. and boycott those businesses that don't. That is the only way we could exert some pressure to get change for the benefit of all society living with covid. I don't see it happening in DR generally without more self inflicted misery. Example, you can't change the packed bars of Av. Venezuela with hookahs and all other than by closing them. Ditto the teteos without strict police enforcement. But you can change your venues in tourist resorts by giving them a miss and telling them why, If they can't manage their business better with spacing of customers and provision of sanitary measures. Oh I still belive masks should be recommended and used. They are such a minor inconvenience at worst but remain the most effective tool to limit virus transmission. They too have prevented so many flu outbreaks and with air pollution are a good healthy concept.....and don't demean your manhood!

So...we went to get a Pfizer booster today. The official vaccine website was showing a Las Terrenas location and had "Pfizer Vaccine" noted in the name. We went, found the building where the vaccine was supposed to be found, and the place was locked up tight and looked to be abandoned!

I'll keep checking, and hopefully, we'll actually find them vaccinating at some point!

I personally dont believe a word the politicians say when it comes to facts and figures. But we do know, that everyday the percentage of the vaccinated increases and that being said, we are all better served because of these efforts. I'm just saying, we will continue for years ahead to hear of Covid variants from both scientists and politicians to control the masses in whatever they're desires may be. Weather or not people believe in masks, how long will they wear them with the next variant lurking around the corner? How long must they remain indoors or 6 feet apart or standing on the social distance line? See, this is what you may call a conundrum, and one that individuals will have to decide what risks they personally are willing to take. I just think we are severely hurting our children while adults are running around like the grim reaper is about to strike. Again, it's my individual opinion, but at some point we must continue our natural lives and make individual decisions on the safety of our families.            Peace and Happiness to All. :)   Ps. I feel this exact same way for my home country of the U.S. as the RD in which I spend part of my time.

Yes. It does look like there is a need for all vaccines to have boosters. There is much research going on but no proof yet of the real benefits and consequences yet despite belief. Vaccines will need to be modified too and that takes time.

There is absolutely zero proof/testing that a Pfizer booster will be safe long term after Sinovac jabs. DR is the guinea pig.

Sinovac have been testing booster jabs and peer reviewed results are coming soon that show very good results apparently.

By the way Sinovac have learnt the lesson to get proper trials peer reviewed and yesterday a complete large Phase 3 trial is posted in The Lancet. Not 51% but 83.5% when variants are in play. They also posted Phase 2 trial results for children of 3 and over in The Lancet last month showing good efficacy. The first vaccine company to do so for children.

They have leant to counter the anti Chinese negative press by being transparent and are vocal that Pfizer with all its paid lobbiests has problems with side effects and lower efficacy against variants too. See bbc world today.

This is all stupid when our world needs every single vaccine for a better future and ALL vaccines are being seen as still very effective against serious illness and death in the real world. The politics of vaccines is a very bad statement of our world today being so polarised

I want a historically time proven vaccine with deactivated virus(Coronavac) as my booster, even with slightly less efficacy against mild infection when trials show the benefits. I am no guinea pig and have no wish to run the risk with a booster vaccine that needs to be stored at low temperatures and has 6 shots per vial and is at optimum condition in a local clinic to be shot into me and I then believe I am protected more when  not proven to be safe.

The whole total focus now should be on getting everybody to have their first two shots and wait for some medical science justification for your best booster at about 6 months unless front line medic or with weak immune sytem.

Vaccines are readily available to Dominicans now across the country.

I personally don't agree with the current practice of a third vaccine.

What actually bothers me more is expats getting fully vaccinated with sinovac and going back for a full round of other vaccines that will be recognized by their home countries. That is just wrong!

I totally agree Darlene!  They are Canadians and should have gone home to get the free doses,  I am a 🇨🇦, own property there and in DR.  Would never consider stealing doses from my adopted Dominicans.  🇩🇴  Adios!!

Wow - if there was a shortage of vaccines here or there were lines out the door of people waiting for the vaccine, I wouldn't have been there.

As it is, there were vials of Pfizer vaccine shipped to Las Terrenas and if they weren't used today, they would have been wasted. Would those doses have been better thrown in the trash rather than given as third doses?

There are people who are pretending they didn't get the Sinovac and going in for two Pfizer shots - using cedula for Sinovac and passport for Pfizer. That, to me, is wrong. We chose to participate in a program that the Dominican government put into place and my Dominican doctors endorse. I know there is some controversy about the efficacy, but we were encouraged to get the Sinovac as early as possible to help protect the community and that's exactly what we did - we didn't jump the line like many expats I know of who claimed to have comorbidities so that they could get their vaccine earlier than their rightful time. When the Pfizer third shot program was announced, our doctors encouraged participation because the mRNA technology will likely be more effective against the many variants we will likely see before this pandemic comes to an end.

You can blame the low vaccination rate of Dominicans on a lot of things - poor communication of when/where vaccines are given, lack of education, lack of incentives, young people thinking they are invincible, whatever - but you cannot blame two legal residents participating in a government-sanctioned program.
