For those considering Legal Residency in the Dominican Republic.


Let it be known that I cannot recommend any more highly the professional Residency Legal Assistance of Attorney Lishali Baez Mejia.

I coined a phrase for her persistence and stamina for sticking with me for almost 3 years to complete my Residency acceptance due to issues outside of her, or my, control that Lishali       “Literally Walks on Water.”


The Residency and Cedula were to take, if memory serves me correct, approximately 7 months and took almost 3 years; and Lishali was active and persistent in standing by me with her assistance to its acceptance and completion this past July 2, 2024.


My application success was possibly the most difficult ever for Lishali due to, at the time, was an unknown error on my State of Texas record reported on my FBI background check!

The error reported a 37 year old “arrest record” that never happened and was a nightmare on my part to get corrected.  The issue was nowhere on record anywhere in the state "except on this one important file" required by the Dominican government for acceptance.


And, Lishali had even said not to worry because it was over 20 years old; and even felonies that OLD were not considered.


But not for me.  I was thinking of legally changing my name to Murphy S Law!  For some reason this was causing my Residency to not be approved and I needed to have it removed.


This “arrest” report did not show up in the County or City records and files office of even

1) the local Dallas police department Records and Files,

2) the Dallas county sheriffs department

3) The City of Dallas Courts Records and Files,

4) or with the District Attorneys Office Files;

but it appeared on the State of Texas files for my background check!


And HOW do you have something removed that doesn’t exist?


One day while talking with an officer at the Dallas Police Headquarters and explaining my issue of getting ready to lose my chance for Residency application to the Dominican got his attention.


He asked me to wait and came outside asking me all kinds of questions? Is it safe? Where is the best place, City and Hotel to stay.. What to do?  He was taking is wife and kids there and had ALREADY purchased the tickets and I was a God Send for him.


And to show his appreciation HE asked the date of the arrest warrant on file and said he would personally pull the hard copy files (not computer files) and call me.


What he found was an OLD copy of a film xerox of the file.


It was when I was asked, as an owner of a Gold and Silver store, to come in for questioning about a suspect in a case they were handling.


And for some reason my name got mixed up as the subject for the arrest!  And, hand written at the top it stated; I was NOT the suspect (that I was not arrested). 


However it was placed away in the files and never got FILED properly.  It went to the state of Texas as My Offense and arrest on my permanent file.



This took almost 2 years to clear up and Lishali and her staff stood ground solidly and were there to assist me in any way possible.


And to make matters worse I had a stroke in late April of 23 and blame the stroke on the stress pressure and issues around


My residency acceptance, having already purchased my retirement beach property.  And hello murphy's law, a few days after arrival, finding my passport was to expire in a few days. Jesus!



And again, Lishali was there for me abd so graciously considerate in writing a detailed letter of reference to the consulates offices in an attempt to have them expedite my Passport Renewal.  See copy below.


Which I was successful in receiving in less than 10 days and again saved me. 


I also assisted Lishali in letting her know what all was required of me after she got their attention for me to do it!  If ever in need to renew your passport, she has it down pat.


Lishali now has all my information on how I got it in record time and can assist you if needed.


She and her staff are very courteous and professional and are Spanish/English speaking.   


They are so competent I would  not doubt they have someone on staff tgat speaks Italian and French as well.


I would suggest you not hesitate to call on her.  I don't “think” she charges anything for consultation of her services.

Dear Consular Officer:


The undersigned, LISHALI BÁEZ MEJÍA, Dominican, of legal age, holder of identity and electoral card No. ***, with professional studio open on  Santo Domingo, National District, Dominican Republic, on behalf of Mr. ZACHARY ***, United States citizen, of legal age, holder of United States passport No. ***, please state the following:



Mr. ZACHARY has been patiently waiting for seven months for an appointment at the General Directorate of Migration (DGM) of the Dominican Republic, in order to obtain the renewal of his permanent investment residence as a pensioner.


Finally, on July 2, 2024, said residency was granted, after a long and complex three-year process. However, as time progressed, the validity of the passport, due to a stroke and violent wreck with hospitalization and recover with weeks of therapy and follow up tests,  was unknowingly running out for expiration.


Currently, his passport expires July 23, 2024.


Mr. G is also in the need to urgently stay for One Court case that has been won on 3 occasions and appealed; and filing for completion of a theft and international bank fraud case in San Pedro to satisfy his U.S. Banks and to attend to unavoidable commitments. This fact significantly affects his activities and obligations in both the Dominican Republic and the United States.


Given the extensive time it took to issue his updated residency, Mr. ZACHARY  and his recent stroke (April 22, 2024) and numerous follow ups, therapy and hospital tests Mr. G, not having all his cognitive neurons reconnected as of this time, was sure the Passport valid to 2025.  And was not made aware of the 2024 Expiration until brought to his attention by staff in our offices.


And unfortunately, if had known, he would not have had no opportunity to renew the passport and would have missed and possibly forfeited with the Directorate of Migration Residency.


Mr. G under his current condition is now faced with the pressures, tension and embarrassment with the imperative need to request a hardship case for Passport assistance renewal.


The commitments that he must attend to here in the Dominican is eminent and fundamental for the maintenance and development of his investments in both the Dominican Republic and the United States.




For this reason, I strongly request that you consider issuing an emergency passport in favor of Mr. ZACHARY . We appreciate your understanding and attention.

As far as I know, Lishali and her team are universally lauded here in the DR Forum on expat.com. 


Anyone that reads my many posts regarding Lishali will know that I hold her in equal high esteem!! 


Cannot go wrong with Lishali.
