Can anyone explain this picture

I have seen the water bottle used many times here to weather-proof a splice.  I have one on my roof where the fiber installer cut the line too short and had to spice another piece to get to my modem.

It is a form of Field Expediency weather proofing, the object is they should come back and do the install correctly, but, but, but, we know how that goes.  We have an older fella that runs his own cable wires to his house and splices into other peoples boxes because he doesn;t want to pay for cable TV.  He tried to run a line across my property and I of course called the cable company on him and the local police because he put up bamboo poles across my front yard next to the road.  Turns out his son works for the cable company - go figure.   the police pulled the lines down and removed the poles, he just rerouted them thru someone else's property.   Tenacity at its best.
