Plenty of online Vietnamese papers have English versions, click on the Union Jack flag.

I've seen an English paper in Saigon, don't know the name.  Pssst, Google.

Asia Life and Word magasines are both free, usually find them in various bars around town.

most of café house have free newspaper as well as magazines.
