As many motorbikes are stolen here, virtually none with keys in locks, this has to be re-key able.  Sorry, have only inferential information to offer.

You may go to the selling agent of your motorbike; i.e. Honda Head or Yamaha store, Suzuiki head, etc... depends on what your motobike is to ask if they can help. Simplier, you may ask the "making key" guy - usually sit with a small store in the coner near your place to make a new one. If you cannot find that guy, go to Huỳnh Thúc Kháng street, near Ben Thanh Market (if you are in Saigon), there are few guys sitting along that street. Hope this helps!

There are Key Guys on just about every block here.  I can think of three without even trying.  But don't they need a key to duplicate?

No one is stupid. Sometimes you get trouble. That's all.
Take it easy. Now you will have more experience on dealing that kind of problem. I don't know what exactly you should do.

Just bring some mechanic and replace the lock set

My friend also lost his key.

He went to the mechanics and paid 600 000 (you can negotiate the price). He had his lock replaced and was given a new key.

No need to bring the papers of the bike.

ask locals for key makers, they're usually along the streets.
or you can have the lock replace at any store. more expensive for sure

search for a key maker along the street , note to the sign with key shape.

Yeah I wound up having the lock changed for 450,000. Got this funky screwdriver key now, haha!

At the Pham Ngu Lao/Nguyen Trai roundabout there's a 13 year old boy who can pop the ignition out,cut a key to fit and reinstall the ignition in under 5 minutes.  The cost was 20 or 30K VND, but I took the bike to him.

I do not think it is very expensive like people suggested. Maxi is 200.000 VND for opening and make a new key for u I think this price is expensive. If u need I will find and call person for u.
U can reference here. Remember to ask some agent to compare price. It is better u can ask a vietnamese for helping.
If they know u are foreigner u will be cost double or triple
