ICA Website unclear about LTVP requirements

I've just spent two hours trawling through the ICA website regarding LTVP requirements - and particularly relating to foreign spouses of a Singaporean citizen.  The summary of what applicants require are:

First-time applicants need to apply for an LTVP with at least 10 days remaining on their Visit Pass. Visitors to Singapore must have a valid Visit Pass at all times during their stay. They must also have a passport issued only in their name.  Requirements to apply:
Foreign spouse:
•    Passport biodata page
•    Disembarkation/ Embarkation (D/E) card
•    Applicant's recent passport-sized, digital, colour photograph taken within the last three months. Please click here for photo guidelines.
•    Letter of employment, stating date of commencement, designation and monthly salary (if applicable).
For those who are self employed, a valid registration certificate from the Accounting and Corporate Regulatory Authority (ACRA) and the company's Profit and Loss Statement for the past 12 months (if applicable).
•    Payslips for the past 6 months (if applicable)
Singaporean Cit:
•    Identity Card
•    Income Tax Notice of Assessment for the past three years, and Central Provident Fund (CPF) Statement showing monthly CPF contributions for the past 12 months
•    Letter of employment, stating date of commencement, designation and monthly salary.
For those who are self-employed, a valid registration certificate from the Accounting and Corporate Regulatory Authority (ACRA) and the company’s Profit and Loss Statement for the past 12 months.
•    Payslips for the past 6 months
Both:
•    Certificate(s) showing highest level of academic qualification
•    Marriage certificate
•    Divorce certificate(s), if either or both of you have been married before
•    Letter of Long-Term Visit Pass Eligibility (LLE), if applicable.

The listed requirements of the foreign spouse assumes that they are already working in SG and have married a Singaporean.  But how about a foreign spouse who moves from a foreign country to SG to be with their SG spouse?  Are the same employment records / earnings, etc required (It talks about ACRA which is only Singaporean)?  And if the foreign spouse arrives in SG on a STVP, then how can they stay long enough for a LTVP to be processed (ICA says up to 6 months to process)?
BTW:  I asked the above question on the ICA website, but did not get a relevant answer.

If your spouse is not yet inside Singapore, he/she should apply at the nearest Singapore embassy, not at ICA. Therefore it is best to ask at that embassy what they require in replacement of the Singaporean papers mentioned in the ICA webpage.
I assume they would want similar information from the relevant foreign authority.
