Why don't you go take a look at it. Most condo's have "in-house" property agents who will know the place well and can show you some empty apartments and the facilities. Things like security guard companies can be changed and some condos change them every couple of years to avoid corruption. Condos have owners committees who take care of things like cleaning of water tanks, repainting, replacement oif gym equipment and so on. If you are a buyer you can try to join the owners committee. I think the rule used to be a maximum number of 15 owners allowed but rules might have changed, and there re rarely 15 owners who have the time and inclination to get involved in the running of a condo.

We used to have murders and suicides and break-ins and all kinds of problems in our condo in Bukit Bintang. It was also a cheaper condo so we had all kinds of people staying such as foreign workers, often far too many people living in one apartment.

Anyway, why don't you just go to one of the several property websites in Malaysia and select this property and then WhatsApp any of the agents who are listing units here for sale or for rent? That might be the easiest way to get started.
