Hi,

Yes. I opened an account in Rakuten completely online. You have to present the usual documentation like a passport and copy of your visa, plus a Malaysian bank account. After sending the documents, it took 1-2 days for checking then I was sent the credentials to log in, make a deposit and begin trading.
