Need some of resignation as the shortest time.

Dear friends,

I recently working in IT outsource company in Malaysia and I just got the new offer with the company in Singapore. I hold the employment pass which it was managed by my current company in MY and I have reach to HR for the resignation purpose, however they are requiring of the penalty charge for the short notice in approximately =9000MYR for the work permit cancellation (As the 90 days in advance for the company based will not be paid).
As well as the new company will be starting of training in the next month Mar(less than 45 days left), so I will not have much of money to be paid of the penalty.

In this bad way to leave a job in Malaysia, can I do a no-show without any resign notification to HR and be back to the origin country for passport renewal and then fly to Singapore? (I do not want to do this bad but I have gotten these info from friend)

Honestly, I would highly appreciated if can someone else advise me in this matter question promptly.
