Expatriation to China: border updates

Hello everyone,

in China as elsewhere, the current pandemic has changed our way of life but also our mobility, due to the state of borders of nearby countries or countries we wanted to visit.

Today we would like to take stock of the current border situation in China and collect your testimonies, whether you are already an expat there or still preparing your move.

Is the country currently accessible to newcomers?

Have quarantine measures been put in place? If so, what are they?

What about leaving the territory as an expat resident? Will you be able to easily reach China if you leave it temporarily?

How does the current borders state impact you, whether you are already an expatriate in China or are planning to move there soon?

Do you have some visibility about the future of borders in your country of expatriation, in the longer or shorter term?

This is an interesting topic because the information can be different depending on where you are located in China.  I can ONLY speak for the Northeast and Jilin Province where I'm located.  As a foreign teacher manager I have been on top of this issue since Feb. 2020 when all the fun began.

Recently (since Sept 2020) things have gotten a little better in terms of leaving the city.  However prior to Sept. travel outside of our city was not recommended.  As for travel out of China and coming back...forget it.  Only a few flights are available for leaving China and they are very expensive, then returning is not open yet.  For example you want to take a trip to Vietnam and then return to China, well you can get to Vietnam but you can't come back even if you have a valid Chinese visa.  The door into China is limited at this time.

A dear German friend was able to recently return from Germany but only because the company her husband works for, has strong ties with the government and arranged it.  She still had to spend 14 days in a hotel quarantined before she could return to our city. 

It will soon be National Holiday (Oct 1st)  and everyone in China will get a week off.  The travel restrictions around China will be lifted for most areas but not for leaving China even for Chinese Nationals.  The risk of bringing the virus back is what the government is trying to avoid. 

China has reopened colleges and so far there has been no outbreak yet.  I believe it will be sometime before borders here will open.  I have friends stuck in Hong Kong and they have been stuck since March 2020.  They are hoping by the end of this month they will be given permission to return to the mainland.

If you hold a valid Chinese work visa and you left China prior to March 2020, you need to ask your employer for a PU letter and if you can get that you might be able to return to China.  However if you are a new hire at this time, it's not going to be easy to come yet.  At least that is what we have experienced here in the Northeast.  Some areas may be under different rules and other areas are even more restricted.  It just depends.

Check with your future or current employer and check in your Province for any news.  You may need to check several sources too.  Good luck

Wow the idea that China is so paranoid about having infected people come into the country.  China is supposed to be the world's next giga hyper mega super power, yet they can't handle bringing in people for a disease with a low mortality rate. 

As any expat with a local "friend" in China will tell them "China is the future", China has also been the source of many disease outbreaks including SARS, so why can't the government still handle problems that aren't in any way new? 🤔🤔🤔

As someone who has been here in China since Feb 2020 and has lived in this situation, I would like to say that personally I feel China has done a good job, better than what was done in my home country (USA).  They have done what was needed to contain this and to be honest the draconian measures have paid off.  I personally hope that by keeping things very strict we can keep our business open and our teachers will continue to be virus free.  I don't see an issue with any country taking steps that insure people stay well.  Sorry to disagree with your assessment.  Leadership often means doing things that serve ALL not just SOME.  Just my two cents.

Perhaps you should consider being less critical of China. Undoubtedly, you’re not a native PRC citizen judging from your "source of many disease outbreaks" comment. As an American, I see how these incessant PR campaigns to bash China or Russia (whoever) works. This propaganda dissolves once a person has read how notable physicians and many web pages state that Covid-19, for example, was sent to Wuhan in 2015 courtesy of Fauci, Obama, NIH and $3.7 million American tax dollars for GOF research. (Many would be surprised to see where SARS, AIDS, and the 1918 “Spanish†Flu originated if they did their homework.)

My suggestion to anyone visiting another country is to take your bags, but leave your attitude at home. You’re a guest in their country.

Update as of October 22, 2020, for Northeast China.  The American Embassy came to Changchun to give us all an update.  As of Friday Oct. 23 the Embassy was able to bring in three new employees from the US by commercial means.  Prior to that they could only do Charter flights so this was huge.  It was also a first that those employees came directly to Shenyang and not one of the three flight hubs that China has set up for returnees.  These are big changes for us.  We still don't have a green light on when we can begin to bring in new teachers but this is a good start to returning to some kind of normal.  I can't speak to other areas of China but here in the Northeast we are looking better and better.  Also we are still in classrooms and that too is a big step forward.

I got a job offer from a public university in Northwest in mid August, submitted all documents required for work permit application on 1st September and I haven't heard from them since then. The person-in-charge did inform me that the application process usually takes 3 months, I'm going to ask about the progress end of this month. Just curious, does the work permit really take 3 months to process?

To be honest in good times it can take 6 months...right now it's anyone's guess.  Where in the Northwest are you going that too will make an impact on time.  Feel free to PM me and I will be happy to tell you more.

Dear San Diego:

Make sure you check the latest info on the American Embassy site regarding flights to China from the US.  As of Nov. 6th the rules changed and while you can book a flight you have to jump the hoops.

The first hoop is you must do a covid test 48 hours before departure, and no airport is currently set up to do them.  Second that test must have the Chinese embassy stamp on it.  That is the hard one.  You can fax it to the closest Chinese embassy but getting them to do it within the window you need may be a problem.  If you are in San Diego your nearest Chinese embassy is in LA.  You may want to call them and see what they can tell you.
