Planning to Visit Kigali – Residence Permit & Business Setup

Hello everyone,


I’m new here and would like to get some information before my visit to Kigali next month.


Could anyone please suggest a safe and secure tourist hostel or guesthouse where foreigners usually stay? What’s the average cost per night or per month?


If I already have an East Africa Tourist Visa, and I enter Rwanda, how can I apply for a 1-year residence permit?


What is the approximate cost, processing time, and required checklist for the application?


Is Kigali generally safe for foreigners to move around alone, both in the daytime and at night?


Actually, my long-term plan is to start a small business in Kigali.

Initially, I want to open a small office for export–import and trading consultancy, and later expand into:


A restaurant with a cloud kitchen,


A fashion house, bringing clothing from China to sell in Rwanda via e-commerce and wholesale, and


Some small-scale SME projects.


Any advice, contacts, or suggestions regarding business setup procedures, licensing, or investment opportunities for foreigners in Rwanda would be highly appreciated.

Regarding accommodation, Kigali has many safe and comfortable options for foreigners. Areas like Kiyovu, Kimihurura, Remera, and Gacuriro are popular among visitors and expats. Depending on your preference, guesthouses and hostels usually range between $25–$60 per night, while monthly stays can go from $400–$1,000, depending on the location and amenities.


Yes, Kigali is widely regarded as one of the safest cities in Africa,  it’s clean, organized, and foreigners can move around freely both during the day and at night, provided you take normal safety precautions.


As for residence permits, once you arrive with your East Africa Tourist Visa, you can apply for a 1-year residence permit through the Directorate General of Immigration and Emigration (DGIE). The processing time is usually 2–3 weeks, and the requirements depend on the type of permit (e.g., investor, business owner, or worker).***


Regarding your business plans, Rwanda is a great place to start the process is straightforward, and registering a company through the Rwanda Development Board (RDB) can often be completed within 6 hours.***
