I would tend to disagree, suggesting the poster is trying to blame others rather than accept he can't follow a simple set of rules.
The rules were designed to stop the massive number of spam messages everyone used to get every day, and the policy has worked great.

As for the insults against team members, these are not acceptable as personal attacks are very much against the rules.

No, you clearly did NOT understand, and no time was wasted in blocking you, nor will any be wasted in unblocking you.  Read and understand post #1 on this topic!

Unless you follow the protocols set out in post #1 then you are diametrically opposed to the requirements of the forum and will never have your system activated.

in fact I did and I joined the forum so you can take it easier of course if you are applying to few job offers you will send multiples msg and sometimes it`s the same as it is a introduction msg but as a moderator you can explain and assist the participants to understand the platform rules and go by it.
