Its really depends on your qualifications and also religion. If you are a Christian and an IT man the Netherlands might be the best country for you.
If you are a muslim and specialist for explosives and fireworks Germany might be the best country for you.
If you are a  Hindu who likes Joga and vegetarian food Ireland is probably the best country for you.

All the above mentioned countries have highes wages than Malta, but it really depends on your qualifications which country suits you best.

I am working in the ELV systems like CCTV , Access control . Any  idea about which country has good job opportunities in this field ?

Try stepstone jobs. They are in several countries and have a look what they have to offer. Sometimes smaller countries like Danmark and Luxembourg have even better offers than bigger countries like Italy and France. I just remember there is another website called jobware........
