Visa to Vietnam
I was hoping to go on a trip to Vietnam in March of 2022 the 12th to be exact do you know if they have started issuing visas for tourism yet

Contact the Vietnamese Embassy or Consulate in your country. I talk to the Embassy in Washington every two weeks and get the same answer every time, not doing tourist visas at this time.

Vietnam is opening for general tourists on March 15th, but the details on visas are still pending.

Hi, I have a APEC Business Travel Card and have been entering Vietnam without visa many times before COVID. Does anyone know if APEC can be used after March 15th? BTW, I have booked a ticket to Saigon at end of April.
IÂ contacted the Embassy in London. Left a message on voice mail, never returned my call, all appointment are blocked so no way of reaching out to them, sent an email and someone from Vietnam replied with a useless link.
I am so frustrated I might just do a walk in once of these days.
Please, anyone help me.

Before answering your question, it would probably be necessary to know the citizenship listed on your passport (including dual nationality/2 passport situations).
Your profile says you are from Hong Kong.
Do you travel with a Hong Kong passport?
Because if you are a citizen of one of the countries that does not require a visa to enter Vietnam, then perhaps that is why you have been able to enter with your APEC card and no visa.
It might be time to contact a trustworthy commercial Visa agent and see if you need to purchase a visa.
Not that they are yet prepared to issue those visas, but they can tell you if it's necessary.
When will Vietnam open borders for tourism?
This is perhaps the most asked question so far regarding Vietnam border reopening. And this section will give you the answer.
At the moment, Vietnam is opening its borders for:
Vietnamese citizens,
Those with a valid Vietnam 5-year visa (consisting of overseas Vietnamese, spouse and child of a Vietnamese citizen or Overseas Vietnamese), temporary residence card, permanent residence card or visa;
Experts, business managers and investor with a valid entry permit from the Vietnam Immigration Department.
But very good news has just come out.
The Vietnam’s Government Leaders, on February 16, 2022, agreed on the proposal of Ministry of Culture, Sports and Tourism of Vietnam on fully reopening international tourism and lifting all travel restrictions from March 15.
Accordingly, the restrictions imposed on Vietnam visa issuance, unilateral and bilateral visa exemption will be removed then.
To enter Vietnam then, the travelers must ensure to:
Have a passport of at least 6-month validity
Have a full-vaccination certificates with the 2nd dose administered within 6 months, or a certificate of being recovered from Covid within 6 months (for travelers aged from 12)
Have certificate of Negative Covid-19 Test Result (test taken within 24 hours prior to Vietnam arrival in case of rapid test, or 72 hours in case of RT-PCR test)
Have valid Vietnam entry paper (if required)
Install at least 01 app for health management as regulated by the Vietnam authorities
Have a health insurance (to cover Covid Treatment)
And upon arrival in Vietnam, they will be subject to the following regulations on Covid Test and health monitoring:
If the travelers are entering Vietnam by air:
Those showing Covid symptoms would have to undergo a rapid Covid test when they land at the airport.
In other cases, they would spend one-day quarantine in their hotel or accommodation facility until they furnish a negative Covid test result (rapid test or RT-PRC test).
All would continue monitoring their health for 14 days as per the protocol of the Ministry of Health.
If the travelers are entering Vietnam by land, they get rapid Covid-test when reaching the land border.
The Government leaders have assigned the Ministry of Culture, Sports and Tourism to assume the prime responsibility for
unifying contents and regulations on welcoming international tourists;
finalizing and urgently announcing the plan to fully reopen Vietnam borders for tourism, providing detailed instructions for the units and localities to proactively implement such plan.

Are tourists informed that they will have to wear (like the locals) the mask 100% of the time, everywhere, inside, outside, by 40°C?

Interesting question I wonder what info is at the airport for inbound flights the 5K posters are just about everywhere you go maybe they have them in multi language at airport?
On that note I have noticed the 2m rule has just about vanished, many offices, shops, resturants, markets etc have abandoned or are ignoring it, plus all the pubs, resturants are full of people with no masks unless walking in or out.
